We’ve not tested in Entebbe. However, several users there have reported receiving Digital TV channels. What part of Entebbe are you located in? Have you tried testing around town i.e. Away from the Airport side?
Which channels are you failing to access? And what is your location? Keep in mind that Digital TV signal distribution in Kampala is still spotty as of today
The UCC DTV channels are currently on 474MHz and 594MHz mux frequencies. As long as the tuner embedded in that TV is a DVB-T2 tunner, then you should be able to pick up some FTA channels in and around Kampala

It looks like you are picking the pay-TV channels and not the UCC Free-To-Air channels. The mux frequency for those unscrambled channels should be 474000kHz. MOZIKI, STV and the other channels you are seeing are on GoTV/Star network frequencies (674000 and 490000 KHz).
A couple of questions for you:
– What DVB-T2 receiver are using i.e. Model/Make? Can you manually set the multiplexes?
– What specific area are you tuning from?
– Are you using and indoor or outdoor Antenna?
